In comparison with the former List issued together with Decision No. 49/2010/QD-TTg, this Decision adds to more technologies and hi-tech products prioritized for development investment or encouraged development, including:

Technology for designing and manufacturing integrated electronic circuit (IC);Data base administration system, basic software providing value added services; Technology for big data and big data handling; Technology for producing plant protection drugs, fertilizers of new generation; Technology for producing special alloys; Technology for extraction for clean materials production at industrial scale; Software identifying scripts, images and sound; Smart controlling equipment system for net houses, green houses; Integrated electronic circuit (IC);….

According to Clause 1, Article 6 of Law No. 21/2008/QH12, hi-tech products in the List promulgated by the Prime Minister must satisfy the following conditions:

a) Have a great added value ratio in the value structure of products;

b) Be highly competitive and socio-economically effective;

c) Be exportable and able to substitute imported products;

d) Contribute to improve the national technology and science capacity

Enterprises that have projects of adventure investment for development of high technologies in this List are entitled to enjoy the highest incentive rate of enterprise income tax according to current regulations

The Decision shall be effective from 15 January 2015 and shall replace Decision No. 49/2010/QĐ-TTg dated19 July 2010.
