Regulations on land rent exemption and reduction are as follows:

1. Areas in Hoa Vang District and Hoang Sa District: Land rent exemption for the entire lifetime of projects. 

2. Areas in Cam Le District, Lien Chieu District, Son Tra District, Ngu Hanh Son District: A 60% reduction in  land rent for the entire lifetime of projects in the sectors of training and education, vocational training, healthcare, cultures, sports, environment and judicial expertise with the following exceptions:  

- Projects in the sectors of healthcare, cultures, sports in areas in Cam Le District, Ngu Hanh Son District, Lien Chieu District are entitled to an 80% reduction in land rent for the entire lifetime of the projects. 

- Projects in the sector of education in Lien Chieu District are entitled to an 80% reduction in land rent for the whole leasing period. 

3. Areas in Hai Chau District, Thanh Khe District: A 30% reduction in land rent for the entire lifetime of the projects in the sectors of training and education, vocational training, cultures, sports, environment and judicial expertise.

The selection of investors for projects calling for socialization using land funds managed by the State is carried out through bidding process for selecting investors in accordance with the provisions of law on bidding and other regulations and provisions of other relevant laws. The winners of the bids must pay compensation and site clearance fees to the State according to regulations.

Entities implementing socialization within the prescribed scope, subjects, and conditions are only entitled to exemption or reduction of land rent for the area used for the right purpose of socialization; the land area not related to the socialization is not eligible for land rent exemption or reduction policies.

The decision also prohibits the illegal transfer of land use rights when implementing socialization projects.
