The conference attracted the participation of more than 400 delegates, including leaders from central ministries and departments, local authorities, diplomatic representatives, leaders of international organizations, experts, and scientists.
In his opening remarks at the conference, Chairman of the City People's Committee Le Trung Chinh stated that the conference on "Development of the International Financial Center in Vietnam" aims to introduce the policy and development orientation for the development of the International Financial Center in Vietnam, including the Da Nang City Financial Center.
At the same time, he expressed the hope to listen to the opinions of state management agencies; strategic investors; financial organizations and institutions; investment funds; consulting companies, training institutions, as well as experts and scientists both domestically and internationally regarding specific policy mechanisms for the early establishment and development of the international financial center in Vietnam.
Opening speech by Mr. Le Trung Chinh, Chairman of the City People's Committee
On November 15th, 2024, the Politburo issued Conclusion No. 47-TB/TW regarding the establishment of a regional and international financial center in Vietnam. This is a significant challenge, a new field, but it is a breakthrough strategy in economic and financial development, contributing to enhancing Vietnam's role, position, prestige, and influence on the international stage, preparing for a new era, the era of the national rise.
In order to thoroughly understand and ensure the decisive, effective, and synchronized implementation of the guiding viewpoints and policies of the Politburo as stated in Conclusion No. 47-TB/TW, in a short period of time, the Government and the Prime Minister have issued Resolution No. 259/NQ-CP on the Action Plan for the implementation of Conclusion No. 47-TB/TW and Decision No. 1718/QĐ-TTg establishing the Steering Committee for the construction of the regional and international financial center in Vietnam.
Regarding the local side, Da Nang issued Decision No. 13111-QĐ/TU to establish the Steering Committee for the construction and development of the Da Nang City Financial Center, with the Secretary of the City Party Committee serving as the Head of the Steering Committee, to develop a working program and assign specific tasks to each member, and to issue an implementation plan to ensure unity and achieve high results in the process of implementing the conclusions of the Politburo.
During the conference, the delegates listened to the introductory report from the Ministry of Planning and Investment, clarifying the potentials and favorable conditions for the establishment and development of an international financial center in Vietnam, including the financial center of Da Nang city.
At the same time, the delegates listened to the valuable lessons learned from the process of building and developing financial centers around the world, as well as the ideas and recommendations for the international financial center in Vietnam to be established and developed soon.
Along with that, the city leaders signed memorandums of understanding for cooperation with several financial organizations and investment funds to establish and develop the Da Nang Financial Center, thereby promoting cooperation, researching and proposing specific and superior policy mechanisms, attracting investors, and developing human resources.
This conference is of significant importance in enhancing awareness, creating a foundation, and providing motivation for the breakthrough and sustainable development of Da Nang city in the future.
Based on that, the Chairman of the People's Committee of the city, Le Trung Chinh, proposed that departments, branches, and relevant agencies of the city focus intensively on studying and fully absorbing the opinions expressed as well as directives at the conference, in order to achieve a high level of consensus on awareness and action. From that, timely research should be conducted to develop draft mechanisms and policies to report to the Ministry of Planning and Investment for consideration, to be incorporated into the draft resolution of the National Assembly; to lead and direct specifically, closely; and decisively implement effectively the goals and tasks set forth in Resolution No. 259/NQ-CP of the Government, and the plan of the Standing Committee of the City Party Committee regarding the implementation of Notice No. 47-TB/TW.
