Promoting digital pillars
Deputy Director of the Da Nang Department of Administrative Procedure Control (Government Office) Nguyen Duy Hoang said that administrative procedure reform aims to facilitate people and businesses, cut costs related to unnecessary procedures and focus on people and businesses.
The national government also focuses on requiring ministries, branches and localities to build online public services, promote digital government, e-government and digital enterprises. Currently, the country has provided 4,527 online public services on 6,409 administrative procedures, of which 3,627 are full-process public services.
However, through the survey, the quality of some online public services is not guaranteed, not meeting the requirements of the people. To handle this situation, the municipal Department of Administrative Procedure Control proposed solutions to improve the quality of online public services by promoting the restructuring of business processes, on the basis of linking and exploiting the national database.
In parallel, organisations providing online public services must be public, transparent, and evaluate the quality of implementation based on new data to improve the satisfaction level of people and businesses.
Vice Chairwoman of the Da Nang People’s Committee Nguyen Thi Anh Thi said that Da Nang has prioritised and focused on developing and applying IT since the 2000s; put into use the e-government platform and system since 2014. After nearly 25 years of focusing on development, Da Nang has achieved positive results in many digital pillars.
As of August 2024, the rate of online public services in Da Nang is the highest in the country at 95% (the average of cities and provinces is 55%); the rate of online processing of records is 65% (the average of cities and provinces is 17%. The digital economy is developing rapidly and contributing significantly to the city’s GRDP.
Specifically, in 2023, the digital economy will contribute 20.7% of GRDP, exceeding the 2025 target of 20%, there will be 2.3 digital technology enterprises/1,000 people, 3 times higher than the national average.
On June 26, 2024, the National Assembly issued Resolution No. 136/2024/QH15 on the organisation of urban government and piloting a number of specific mechanisms and policies for the Da Nang development; including breakthrough mechanisms and policies to develop IT, digital transformation and building a smart city such as attracting strategic investors; managing and exploiting information infrastructure assets; attracting experts and scientists, developing human resources in the fields of semiconductor microchips and artificial intelligence (AI).
Implementing new digital transformation solutions
According to Deputy Director of the Da Nang Department of Information and Communications Tran Ngoc Thach, Da Nang is implementing three models and solutions to increase the rate of online public services throughout the process: diversifying channels and forms of support for online and full-process submission of documents; inheriting digital data to replace the paper documents that must be submitted; attaching QR codes to administrative procedure results.
Specifically, Da Nang is implementing the ‘Public Service Agent’ model with 37 post offices in communes and wards to provide online public services; the ‘Community Digital Technology Team and Project 06’ model, ‘4.0 Residential Group’ in wards of Hai Chau District to directly guide and support online submission of documents for people in residential areas.
Currently, 100% of agencies and administrative procedures in the city have applied the use of the city's Digital Administrative Procedure Results Warehouse. This is not only for people to use in performing other administrative procedures but it is also shared for agencies, especially civil servants at the one-stop department to use to provide fast and accurate services.
From 2023 to September 2024, the city has 40,888 administrative procedure results with QR codes, especially the transportation sector has issued 28,666 licenses with QR codes. Currently, the city is building a centralised authentication login portal solution SSO Gateway to share accounts and electronic data for businesses to serve the provision and the use of all social services.
Sharing more about solutions to promote digital citizenship, Deputy Head of the Department of Publicity and Training of the Da Nang Party Committee Nguyen Manh Dung said that on June 17, 2021, the Da Nang Party Committee issued Resolution No. 05-NQ/TU of the municipal Party Committee Executive Committee on digital transformation in Da Nang by 2025, with a vision towards 2030, with the goal of promoting the pillars of digital government - economy - digital society.
Since the resolution was issued, the city has achieved many results in digital transformation, especially since the implementation of the Community Digital Technology Team with the core force of Youth Union members and youths regularly guiding people to install, activate and use the VneID electronic identification application, thereby bringing many results in digital citizenship.
In the coming time, the city will focus on publicising policies and resolutions on mass media with new solutions and interactions to make digital transformation closer to the people.
