Da Nang seeks solutions for developing human resources in semiconductor industry

Solutions to develop human resources in the semiconductor industry were put in the spotlight at a seminar held in Da Nang on Tuesday.

In his opening speech delivered at the event, municipal People's Committee Chairman Le Trung Chinh said that, under the Resolution No. 43-NQ/TW dated January 24, 2019 adopted by the Politburo on building and developing Da Nang by 2030, with a vision to 2045, the city has identified five priority fields for development resources, in which there is one field directly related to the implementation of digital transformation: information technology, electronics, and telecommunications industries associated with the digital economy.

In 2022 alone, Da Nang's digital economy, including information technology industry economy, platform economy, internet and economies in other industries and fields, contributed 19.76% to its gross regional domestic product (GRDP).

To date, the city has 2,450 digital technology businesses. It has housed an average of 2.3 digital technology enterprises per 1,000 inhabitants, nationally ranking second, after the southern metropolis of Ho Chi Minh City, more than three times the national average rate of 0.7 digital industrial enterprises/1,000 people in the country. There are 46,000 people working in digital technology field.

Notably, universities and training facilities across the city have proactively built specialised training programmes in microchips and electronics. Each year, there are about 750 graduates majoring in electronics and microchips. At present, the enrollment target for these majors is about 900 students.

In Da Nang, there are a number of companies involving microcircuit design such as Synopsys, Uniquify, ASavarti, Renesas, Synapse, FPTSemi, and Sannei Hytechs with a total of about 550 engineers.

Most recently, the Da Nang People's Committee has issued Plan No. 163/KH-UBND dated August 16, 2023 on developing the information technology industry in the city until 2030 in which the development of the microcircuit design and manufacturing industry is prioritised.

By 2030, the city sets a target of digital economy to account for at least 30% of the city's GRDP. There will be at least 8,950 digital technology enterprises, 115,000 digital technology workers, and at least 7 information technology parks and software parks.

In a recent Joint Leaders’ Statement on elevating the Viet Nam-US ties to a comprehensive strategic partnership, Viet Nam and the US have decided to strengthen science, technology, and digital innovation cooperation.

The US affirmed its commitment to increasing support for Viet Nam in training and developing the high-tech workforce, and supporting the rapid development of the semiconductor ecosystem in Viet Nam. Also, the two sides will actively coordinate to enhance Viet Nam's position in the global semiconductor supply chain.

The seminar featured discussions about solutions, necessary policies, goals, and specific roadmaps for Da Nang to participate in the semiconductor and microchip supply chain.

According to participating experts, it is necessary for Da Nang to train human resources in electronics, telecommunications, mechatronics, automation, electricity and electronics ; engineers in the microcircuit design; and technicians for testing, in order to meet the needs of current businesses.

Importance should be attached to issuing suitable policies to attract highly qualified domestic and foreign human resources to Da Nang, as well as identifying conditions for city-based businesses to participate in the semiconductor production value chain, mainly in the design, packaging, and testing stages.

In addition, heed should be on appealing for international-scale corporations in the fields of electronics, microchips, and semiconductors to invest in Da Nang.
