The regulation was due to expire on August 23 but has now been extended until August 26 as part of Da Nang’s urgent policy response to COVID-19.
However, some changes to the regulation will come into force from August 23.
Accordingly, suppliers of food and essential goods will be allowed to offer home delivery services, and shippers will be also allowed to operate in the city, with proper precautions in place. Deliveries will be allowed only between 8am and 8pm on August 23, and between 6:00 am and 8:00 pm on the following days.
Shippers who are eligible for delivery services must meet the requirements of the Da Nang government. They must have received at least one dose of COVID-19 vaccine, undergo COVID-19 PCR testing every 3 days, follow the recommended guidelines for infection prevention and control, and the 5K recommendations of the Ministry of Health. In addition, they must wear personal protective clothing, use standard face masks, anti-droplet goggles, gloves, and hand sanitizer during their shipping process.
Shippers are required to present travel permits issued by the Da Nang Police Department, personal papers, proof of a negative COVID-19 test, and evidence of their vaccination status if asked by the taskforce.
Only food and essential goods will be allowed to be delivered from trade centers, supermarkets, convenience stores, and wholesale trade companies which have been accredited by the government.
With regard to residents in local lockdown areas or ring-fencing COVID-19 hotspots, food and essential goods will be delivered to staff at checkpoints who will help to bring them to these people.
The Chairman of the Da Nang People's Committee is urging the municipal Department of Industry and Trade to take all necessary measures to ensure the supply of food and essential goods for all people in Da Nang while they are facing strict stay-at-home orders.
The Director of the Da Nang Police Department will take responsibility for issuing travel permits to shippers, and he has been given the power to enforce the regulations to have strictest penalties for COVID-19 curb violators.
