In its efforts to improve the performance of State management agencies, apply information technology in receiving and processing dossiers in a bid to head towards the building of e-government in Da Nang , the Da Nang Department of Planning and Investment has built online public services at levels 3 and 4 to better serve businesses.

The Department of Planning and Investment has debuted an additional of five online public services at levels 3 and 4 under its jurisdiction, namely the establishment and operation of enterprises, basic construction, investment in Viet Nam, foreign non-governmental aid and official development assistance (ODA) investment.
According to the Chief of Office of the Department of Planning and Investment Tran Van Hoang, businesses operating in the city are highly recommended to make the online submission of dossiers and related procedures, instead of visiting in-person to this agency’s still-operational ‘one-top-shop’ site at the municipal Administrative Centre at 24 Tran Phu Street.
With regard to online handling, corporate registration and operation procedures must be submitted to the National Business Registration Portal at http://dangkykinhdoanh.gov.vn in both Vietnamese and English or the Da Nang Public Services Portal at https://dichvucong.danang.gov.vn.
It is known that these virtual systems operate around the clock to ensure the submission of documents at any time and at any internet connection location. At the same time, they ensure the accuracy and integrity of the information that the enterprise have directly registered, feedback and the content of two-way exchanges between businesses and competent corporate registration agencies via electronic networks.
In addition, business registration certifications can be obtained by post via applications made at the website of the Department at www.dpi.danang.gov.vn (banner on the right of the page).
The aspects of basic construction, investment in Viet Nam; foreign non-governmental aid, and ODA investment paperwork is made via https://dichvucong.danang.gov.vn.
As for the direct format, the implementation of administrative procedures at the one-stop-shop site owned by the Department of Planning and Investment at the municipal Administration Centre. For the time being, the ‘one-top-shop’ site of the Department is still operating as normal. All visitors must strictly adhere to the city's COVID-19 rules amid the still-complicated developments of the virus.
Chairman of the Board of Directors of Amity Logistics Vo Duy Nghi highly appreciated the online business registration systems for significantly shortening the time taken to carry out administrative procedures for units and businesses. In addition, business registration certifications obtained by post make more convenience, especially amid the complicated developments of COVID-19.
The leaders of the Department of Planning and Investment said that, in the coming time, they will strive to ensure that 80 - 90% of business registration documents will be submitted at the National Business Registration Portal and the Da Nang Public Services Portal, and encourage the reception of business registration certifications obtained by post.
According to guidelines laid out by the Vietnamese government, online public services in the country are categorised into four levels, depending on the range of tasks that can be performed digitally.
The first level comprises public services that provide online access to all information regarding such services as procedures, required papers, deadlines, fees and service charges.
Public services in the second level meet all criteria of the first group, in addition to allowing users to download forms and sample documents to be filled out at home before they are submitted to competent authorities.
The third level includes public services of the second group that also allows online submission of the papers, while still requiring users to pay fees and service charges at the relevant government bodies.
Public services falling into the fourth level are those in the third group that have an integrated online payment system. Processed papers are sent to users via mail or the Internet without requiring their presence at a public body at any stage during the procedure. Service payments can be settled online at the fourth level.
