Under the strategy, Viet Nam sets out five target groups: namely providing high-quality services to society, promoting public engagement, optimising the operations of State agencies, effectively addressing important issues in socio-economic development, making a breakthrough change in the national ranking for e-government, with the goal of bringing Viet Nam into the top 50 worldwide countries in terms of overall indexes, e-participation and open data.
In particular, the strategy sets out a vision to 2030 that Viet Nam would be ranked among the top 30 countries in the world in terms of e-government and digital government according to the United Nations ranking.
Digital government will transform the way the people are served to improve satisfaction, help businesses reduce production costs, increase productivity, facilitate both citizens and businesses to participate more in activities of state agencies.
The national key tasks outlined in the strategy include: improving the legal environment, developing digital infrastructure, developing digital platforms, national-scale systems, national digital data and national applications and services, and ensuring the safety and security of the national network.
Besides, the strategy also outlines the role and responsibility of national government ministries, industries, and municipal/ provincial localities in leveraging new digital technologies such as Cloud Computing, Big Data, Mobility, Internet of Things (IoT), Artificial Intelligence (AI), Blockchain, and social media, in order to save time and costs in building and operating information systems and automating, intelligentizing, and optimizing work processes.
