On the side of the central government were Politburo member, Permanent Deputy Prime Minister Nguyen Hoa Binh; member of the Party Central Committee and Vice Chairman of the National Assembly Nguyen Duc Hai; and Lieut. Gen Thai Dai Ngoc Thai Dai Ngoc, member of the Party Central Committee and Deputy Chief of the General Staff of the Viet Nam People's Army.
On the side of Da Nang and Quang Nam Province, there were Secretary of the municipal Party Committee and Head of the Da Nang delegation of National Assembly deputies Nguyen Van Quang; Secretary of the Quang Nam Provincial Party Committee Luong Nguyen Minh Triet; and Chairman of the municipal People's Committee Le Trung Chinh. Also attending the event were leaders of ministries, departments and agencies, local leaders and 500 delegates.
In his opening speech delivered at the ceremony, Chairman of the Da Nang People's Committee Le Trung Chinh said that on June 26, 2024, the National Assembly passed Resolution No. 136/2024/NQ-QH15 on the organisation of urban government and piloting a number of specific mechanisms and policies for the development of the city. This was considered as a strategic milestone, orienting Da Nang to become one of the major socio-economic centres of the country and Southeast Asia, with the crucial role of a hub for innovation, finance, logistics and international trade.
One of the highlights of the special mechanism and policy that the National Assembly assigned to Da Nang was to allow the establishment of the Da Nang Free Trade Zone associated with Lien Chieu Port, he added.
After urgently working to establish the Da Nang Free Trade Zone, the municipal People's Committee initiated the necessary procedures to propose its establishment and submitted the proposal to the Ministry of Finance for appraisal, aiming for eventual approval from the Prime Minister.

On June 13, 2025, the Prime Minister issued Decision No. 1142/QD-TTg on the establishment of the Da Nang Free Trade Zone. This was a great honor and also a responsibility when Da Nang became the first locality in the country to be assigned to pilot this model.
Mr. Chinh emphasised that the establishment of the Da Nang Free Trade Zone was considered a breakthrough, a new institutional model with the expectation of creating an international development space, capable of leading green growth, innovation and attracting strategic investment.
According to Chairman Chinh, the Da Nang Free Trade Zone will have functional areas: production, logistics; trade - services; digital technology industry, innovation; and other types of functional areas according to the provisions of law.
The Da Nang Free Trade Zone will be developed alongside the soon-to-be-established International Financial Centre. This initiative aims to transform Da Nang into a high-quality service centre which will serve as a driving force for the Central and Central Highlands region and the entire country. It will also become a key link connecting the East - West Economic Corridor, the Asia-Pacific region, and the world.
Most recently, the city has proactively reviewed and developed a plan with a series of tasks that need to be focused on in the coming time to put the Da Nang Free Trade Zone into operation soon.
Additionally, the city is continuing to propose additional new, more open and superior mechanisms and policies applicable to the Da Nang Free Trade Zone under the authority of the National Assembly and the Government, which will be then submitted to competent authorities for consideration and decision. At the same time, the city will propose the expansion of potential new locations after the merger with Quang Nam Province.
The city official expressed his hope that today’s announcement ceremony will attract interest from both domestic and foreign investors, organizations, and individuals in learning about and planning to invest in the Da Nang Free Trade Zone. He wished that they will contribute to building the Da Nang Free Trade Zone which will serve as an important link in the global supply chain network, and a centre for production, services, and innovation, as well as will act as a strategic growth pole for the Central region and the entire country amid deep integration and global economic changes.

Under Decision No. 1142/QD-TTg, the Da Nang Free Trade Zone covers an area of approximately 1,881 hectares which is divided into non-contiguous locations. These locations include various functional areas such as production, logistics; trade - services; digital technology industry, information technology and innovation and other types of functional areas according to the provisions of law. The Decision also identifies seven sites that are expected to form the Da Nang Free Trade Zone.
Location 1 has an area of about 100 hectares and is located in Hoa Hiep Bac Ward, Lien Chieu District. It is bordered by the foot of the Hai Van Pass to the north, the Cu De River to the south, Kim Lien Bay to the east, and Lien Chieu Industrial Park to the west.
Located in Hoa Hiep Bac Ward, Lien Chieu District on an area of about 77 hectares, Location 2 borders the Lang Van tourism and resort complex project and the Lien Chieu communal house to the north, the Lien Chieu Industrial Park and the residential area behind Kim Lien Bay to the south, the residential area and Lien Chieu Industrial Park to the east, and the Lang Van tourism and resort complex project to the west.
Location 3 spans about 500 hectares in Lien Chieu District’s Hoa Hiep Bac Ward and Hoa Vang District’s Hoa Lien Commune. It borders the ADB5 Bac Thuy Tu - Pho Nam route to the north, the Cu De River to the south, the Nam Hai Van bypass road to the east, and the An Dinh Village, Hoa Bac Commune, Hoa Vang District to the west.
Location 4 has an area of about 559 hectares and is positioned in Hoa Ninh Commune, Hoa Vang District. It borders the Hoa Ninh Cemetery and the western belt road in Hoa Ninh Commune to the north, Dong Son and Son Phuoc villages in Hoa Ninh Commune to the south, Son Phuoc Village and DT 602 road to the east, and the Western Ring Road to the west.
Nestled in Hoa Vang District’s Hoa Ninh Commune, 90ha Location 5 borders water surface land (Suoi Mo) to the north, water surface land (Suoi Lanh) to the south, water surface land (Suoi Mo) and tourism service land to the east, and production forest land to the west.
Location 6 has an area of about 154 hectares located in Hoa Nhon and Hoa Ninh communes in Hoa Vang District. It borders An Son Village in Hoa Ninh Commune to the north, Dieu Phong and Truoc Dong villages in Hoa Nhon Commune to the south and to the east, and Hoi Phuoc Village in Hoa Phu Commune, Hoang Van Thai Street and Dieu Phong Village in Hoa Nhon Commune to the west.
Location 7 has an area of about 401 hectares and is in Hoa Nhon and Hoa Phu communes, Hoa Vang District. It borders the Ba Na golf course expansion project in Hoa Phu Commune and Hoa Nhon Commune’s Dieu Phong Village to the north, Dong Lam and Hoa Hai villages in Hoa Phu Commune to the south, Dieu Phong Village in Hoa Nhon Commune to the east, and Phu Tuc Village in Hoa Phu Commune to the west.

At the ceremony, the Da Nang People's Committee handed over memoranda of understanding on investment in the Da Nang Free Trade Zone to a number of strategic investors.
These investors were Sun Group, Terne Holdings Group, One Destination, BRG Group, Thanh Binh Phu My JSC, Lien Thai Binh Duong Import Export Company Limited, Phuong Trang Investment JSC, Newtechco Group JSC, Phytopharco Vietnam Company Limited, and Saigon Da Nang Investment JSC.
The municipal People's Committee also granted a notice permitting project investment research to four interested investors, namely Amata Vietnam Public JSC, Green Ipark JSC, Quoc Quang Electric Company Limited, and European Plastic JSC.

On the occasion, representatives of the Joint Stock Commercial Bank for Investment and Development of Viet Nam (BIDV), CEH Information Technology Services Company Limited and the Customs Branch of Region XII signed a memorandum of understanding on cooperation in supporting the development of smart customs software for the Da Nang Free Trade Zone.
