According to the Plan, by 2025, at least 20% to the city’s GRDP will be generated by digital economy; in which, ICT contributes at least 10%. By 2030, digital economy will reach at least 30% of the city’s GRDP with 15% of the GRDP coming from ICT industry.
By 2030, the city will have at least 7 IT parks, software parks; 8,950 digital enterprises with an IT workforce of 115,000 people. The growth rate of ICT revenue in the 2021 - 2030 period from is aimed at 10% per annum while the growth rate of software turnover during this period is expected to reach 12% per annum.
The city strives to form the second submarine fiber optic cable station to ensure smooth international connection for investors; 100% of enterprises in industrial parks having access to suitable infrastructure for the implementation of IoT; achieving 5G coverage of at least 50% of area of industrial parks. By 2030, the city has the capability to provide compute and storage infrastructure to deploy core technology related to Industrial Revolution 4.0 with at least 05 data centers and a scale of more than 500 racks.
To effectively accomplish the target, the city will consistently carry out appropriate solutions, including promoting media coverage to increase awareness of the city’s ongoing policies on developing and positioning the IT industry; organizing and participating in annual IT and informantion security events and competitions, such as DevDay, Hackathon, ICPC, etc; hosting dialogues between city leaders and IT enterprises, training institutions to disseminate related information and remove obstacles.
With regard to mechanisms and policies, the city will advise the Central to issue mechanisms or regulations on administrative management of centralized IT parks in Da Nang; study solutions for practical application of specialized incentives and mechanisms of the National Assembly; plan Project to promote, develop and incubate digital enterprises, products and services at Da Nang Hi-tech Park and other centralized IT parks; software parks in the city.
At the same time, the city focuses on constructing solid foundation for the development of AI; developing digital infrastructure; completing legal framework to put planned IT parks, software parks into operation (Software Park No.2, Innovation Space in Hoa Xuan, Da Nang Bay IT Park, Viettel Hi-tech Tower, etc).
The city also pays great attention to developing human resource serving the development of digital technology and digital economy, attracting external resources; cooperating with partners to develop products, trade promotion, R&D; encouraging start-up in the sectors of IT and digital transformation.
In recent times, Da Nang has achieved many positive results in digital transformation: 12 consecutive years (2009-2021) leading the Vietnam ICT Index; reaching level A in information security and Top 3 leading localities in e-commerce in 2021; 3 consecutive years (2020-2022) winning the Vietnam Smart City Award; 2 consecutive years (2021-2022) ranking first in the Provincial Digital Transformation Index in 3 pillars: Digital Government, Digital Economy, Digital Society. In 2023, Da Nang was assigned to pilot the program digital transformation city model in 2023 by the National Digital Transformation Committee. To kickstart this program and Resolution No. 05. -NQ/TU of the City Party Committee on digital transformation; aim towards the successful implementation of the goals and tasks by 2025, Da Nang has chosen the theme of digital transformation in 2023 as "Unlocking the power of data for value creation" and issued an Action Plan for Digital transformation in the city in 2023 with 40 targets and 35 key tasks prioritized for implementation. |
