At the 4th meeting of the Government's Committee for administrative reform held on April 19, 2023, the Public Administration Reform Index 2022 (both ministerial level and provincial level) has been announced by the Ministry of Home Affairs.
In 2022, the PAR Index evaluation criteria had a major change in content and measurement methods to suit reality and contribute to promoting ministries and provinces to successfully implement the administrative reform objectives assigned by the Government in Resolution No. 76/NQ-CP dated 15/7/2021 promulgating the State PAR Master Program for the 2021 - 2030 period.
According to the published results, the PAR Index 2022 of 63 provinces and cities is classified into 3 groups: Group A, achieving Index result of 90% or more, includes 2 provinces and cities; Group B, achieving Index results from 80% to less than 90%, includes 56 provinces and cities; Group C, achieving Index results from 70% - less than 80%, includes 5 provinces and cities.
Da Nang City ranked 5th in the provincial PAR index in 2022, with a result of 87.54, belonging to group B (in 2021, Da Nang reached 90.25 points, ranked 3rd, in group A).
It is known that the provincial PAR index is used to evaluate and rank 63 People's Committees of provinces and cities with 8 evaluation areas, 37 criteria, and 88 component criteria. The total evaluation score is 100 points, of which 32 points are assessed through the sociological survey. To deploy, evaluate and determine the PAR Index in 2022, the Ministry of Home Affairs has conducted a survey of more than 86,000 votes, of which 36,095 votes are from the people; 50,109 electronic questionnaires to survey the target group of civil servants, leaders, and managers at all levels at ministries, agencies, and localities.
