In his remarks at the groundbreaking ceremony, President Nguyen Xuan Phuc highlighted the significance of the Lien Chieu mega-port project in meeting an annual capacity of handling a combined total of up to 5 million tonnes of cargo, reducing the overload at the Tien Sa and Son Tra terminals, and easing traffic volumes going through the inner city, thereby strengthening regional and inter-regional connections, and promoting the city’s sustainable socio-economic development.
On behalf of the national leaders, President Phuc highly lauded Da Nang for its comprehensive socio-economic development results, and its great efforts in overcoming difficulties and challenges to build a dynamic and creative city.

He added that Da Nang has been named among top 10 in the country in gross regional domestic product (GRDP) growth in 2022. Its economic structure has shifted positively in the right direction. Its sectors of commercial services, information and communication, transportation, logistics, finance - banking, education - training, and healthcare have recorded impressed growth.
Da Nang has gradually affirmed its role as a big city, the locomotive, the driving force and socio-economic hub in Central Viet Nam and Central Highlands regions, and the whole country as a whole.
The State President asked the municipal government and investors to make their efforts to ensure that the project will be completed and put into operation by 2025. Top priority should be given to boosting the application of modern technologies, especially automation and digital technologies in the management and operation of seaports, aiming to build a ‘green port’ model following the world's trend.
He added special attention should be paid to ensuring the synchronization in investment in infrastructure connecting seaports and logistics infrastructure, especially the inter-regional transport system, including roads, railways, waterways, warehouse systems and supporting infrastructure, as well as training human resources working in seaports and logistics commensurate with the scale and requirements set forth.
At the same time, heed will be on attracting goods from Southeast Asia and the world to the port.
Mr. Phuc urged the city leaders to promote the spirit of dynamism, creativity and determination, and be fully aware of the responsibility in inspecting and urging the project to be completed soon, aiming to help Da Nang and neighbouring localities record remarkable achievements in its socio-economic development.
He stressed the need for the city to study and deploy the remaining items of the port in order to ensure the synchronization and efficiency, hereby contributing to help Da Nang take more remarkable development strides to a new height.
Speaking at the ceremony, municipal People’s Committee Chairman Le Trung Chinh underlined the importance of the project in realizing goals set in Viet Nam’s strategy for sustainable development of marine economy.

He added that the construction of the shared infrastructure was a premise to attract other resources to develop wharfs in the coming period according to regulations, as well as strengthen regional and inter-regional connections, thereby contributing to driving the sustainable socio-economic development of Da Nang and Central Viet Nam as a whole.
The implementation of the project is not only the desire of the city's leaders but also the entire people, he added.
Mr. Chinh suggested the Management Board of Priority Infrastructure Investment Projects, the project investor, along with contractors, promote the sense of responsibility to strictly implement the commitments at today's ceremony and according to the signed contract.

Focus should be on boosting the application of modern technical solutions, improving construction methods, accelerating the construction progress, ensuring labor safety, complying with environmental protection solutions, and striving to complete the items earlier than the set schedule.
On March 25, 2021, the Prime Minister granted an investment policy decision to the development of shared infrastructure as part of the Lien Chieu deep-sea mega-port project in Da Nang.
On April 18, 2022, the Da Nang authorities approved adjustments on detailed planning for the Lien Chieu Port and the coastal route connecting the soon-to-be-constructed port in Hoa Hiep Bac Ward, Lien Chieu District on a total area of nearly 470ha.
According to the recently adjusted detailed planning, the 450ha Lien Chieu Port will be bordered by the Hai Van Pass to north, the mouth of Cu De River to south, the Da Nang Bay to east, and a bypass route to south of the Hai Van Tunnel to west.

On June 22, 2022, the municipal government gave a nod to the development of shared infrastructure as part of the Lien Chieu deep-sea mega-port project.
The shared infrastructure construction will feature dikes and breakwater systems (1,170m); navigation channels and technical infrastructure capable of receiving cargo ships of up to 100,000 DWT and container ships with loading capacities from 6,000 to 8,000 TEUs; road traffic system connecting the port; and electricity and water supply infrastructure and ancillary works synchronously to the port gate.
The traffic project in group A will cost a total of VND3,426.3 billion. Of which, VND 2,994.59 billion will be funded by the central budget capital in the 2021-2025 period, whilst the rest will come from the city budget.
