Accordingly, Prime Minister Nguyen Xuan Phuc agreed on the policy allowing the People's Committee of Da Nang City to study and formulate a project to build Da Nang city into a regional financial center according to the goals and solutions in the Resolution. No. 43-NQ / TW dated January 24, 2019 of the Politburo on the construction and development of Da Nang city to 2030, with a vision to 2045.
Prime Minister Nguyen Xuan Phuc assigned Da Nang City People's Committee to preside and coordinate with relevant agencies to study and collect comments from ministries and agencies: Justice, Finance, Planning - Investment, State Bank of Vietnam to formulate the Scheme according to regulations, ensuring feasibility and efficiency.
Previously, as a Doanh Nghiep Viet Nam reported, following the People's Committee of Da Nang City proposal in the Document No. 8000 / UBND-STC (December 3, 2020), the State Bank of Vietnam issued Document No. 793 / NHNN-CSTT (February 4, 2021), Ministry of Justice had Document No. 315 / BTP-PLDSKT (February 3, 2021), Ministry of Finance had Document No. 2074 / BTC-TCNH (dated 3 / 3/2021) and the Ministry of Planning and Investment issued Document No. 1249 / BKHDT-KLĐPLT (March 9, 2021) supporting and recommending and proposing the Prime Minister to consider and decide to approve the policy permitting the People's Committee of Da Nang City to draw up a project to build a regional financial center.
Based on the opinions of the Ministry of Finance, the Ministry of Justice and the State Bank of Vietnam, in Document No. 1249 / BKHDT-KTĐPLT (March 9, 2021), the Ministry of Planning and Investment also recommended and proposed to the Prime Minister to assign the People's Committee of Da Nang City to study and consult the Ministries: Finance, Justice and the State Bank of Vietnam and documents of the Ministry of Planning and Investment to properly formulate the Project .
At the same time, the People's Committee of Da Nang City was assigned to study and hire a consultant (priority is given to international consultants) to develop the Project, including proposals on mechanisms and policies to build regional financial centers, in which it is necessary to clearly state which mechanism falls under the authority of the Government, the National Assembly Standing Committee, the National Assembly, ministries, agencies and Da Nang City; also to select sponsors and consultants to develop the project in accordance with current legislation.
