• What are the requirements and procedures for foreign investors to establish enterprises in Da Nang Hi-Tech Park?

- Pursuant to Decision 38/2020/QD-TTg dated December 30, 2020, Investors determine whether products or technologies in the List of high technologies prioritized for development investment and the List of high-tech products prioritized for development.

- Base on Notice No. 2039/TB-BQL dated September 7, 2023, of High-Tech Park and Industrial Park Authority (hereinafter referred to as the DHPIZA) to select the project location suitable for researching investment projects.

- After selecting the location, the investor prepares and submits an application for  the investment policy approval in one of the following forms:

+ Directly at the Document Receipt and Return Section of the DHPIZA (Lot A17, Central Road, Da Nang Hi-Tech Park, Hoa Lien commune, Hoa Vang district, Da Nang; Phone number of the Document Receipt and Return Section: 0236.3666100).

+ Online submission at the website www.dhpiza.danang.gov.vn. Next, select Online Public Services, select the administrative procedure you need to perform the transaction, log in to your account, and complete the application according to the instructions (in case not having an account, please register an account to log in).

+ Via public postal service: Investors access the website: http://www.dhpiza.danang.gov.vn/, select Public Postal Service, and fill in the required information. The Postal Department shall contact the investor directly to carry out the service.

- After receiving the application, the Document Receipt and Return Section examines the validity and completeness of the application according to regulations. If the application is not complete and valid, the officer receiving the application will guide the investor in supplementing and completing the application.

- After receiving a valid and complete application from the investor, the DHPIZA conducts the official assessment and requests appraisal to relevant agencies (pursuant to clauses 6 and 8 Article 31 of Decree 31/2021/ND-CP)

- The consulted agencies give their opinions on the contents under their authority and send them to the DHPIZA.

- The DHPIZA makes an Appraisal Report and releases Investment Policy Approval or sends a written document on the project to the investor.

- Investors carry out procedures for the issuance of Investment Registration Certificates according to Article 37 of the Law on Investment 2020 for foreign investors (or domestic investors if required).

- The application is in accordance with clause 1 of Article 33 of Law on Investment 2020.

- Quantity: 04 sets.

- Processing time: 23 days from the date of receipt of valid application:

+ Within 03 working days from the date of receipt of valid application, the DHPIZA sends applications to relevant agencies to give their opinions on the contents under their authority.

+ Within 15 working days from the date of receipt of the DHPIZA’s request, the consulted agencies give their opinions on the contents under their authority and send it to the DHPIZA.

+ Within 05 working days from the date of receipt of relevant agencies’ opinions, the DHPIZA makes an Appraisal Report and releases Investment Policy Approval.

• Upon the Investment Policy Approval, the investor shall proceed to establish an enterprise in accordance with the procedures on the National Business Registration Portal?
