In his remarks, Mr. Ho Ky Minh highly appreciated the role and active contributions of JBIC in supporting the socio-economic development of Viet Nam in general and Da Nang in particular, especially in the fields of industrial production and clean energy. Sharing the city’s development orientations, he stated that Da Nang aims to become one of Vietnam’s leading high-tech hubs, focusing on semiconductor and artificial intelligence development. Based on Resolution No. 136/2024/QH15 of the National Assembly regarding urban government organization and piloting several specific mechanisms and policies for Da Nang's development, the City People's Council has issued three related Resolutions specifying policies for human resources development, support for IT infrastructure assets, etc. Da Nang is also the first locality in Vietnam piloting the establishment of a Free Trade Zone. Currently, the city is actively coordinating with central ministries and agencies to draft a resolution on establishing an international financial center in Vietnam, expected to be submitted to the National Assembly in the May session.

Ms. Kazuko Sakuma, Resident Executive Officer, Regional Officer for JBIC Asia-Pacific region, emphasized JBIC’s vision and mission to contribute to the sustainable development of both Japan’s and the international economy. She acknowledged Vietnam’s potential as a key partner and expressed her hope that JBIC and Da Nang will further strengthen their cooperative relationship in the near future.
At the meeting, Mr. Toru Aguin, Chief Representative of JBIC’s Hanoi Office, presented the results of JBIC’s “Foreign Direct Investment Survey.” Viet Nam has maintained its leading position in ASEAN for six consecutive years and has ranked highly over the past two years in terms of mid-term investment potential. According to the survey, Viet Nam possesses many outstanding advantages, including "growth potential in the domestic market," "high-quality human resources," "competitive labor costs," and "better risk diversification compared to other countries." Additionally, he pointed out several existing issues that need to be addressed to further improve the investment environment.

Vice Chairman Ho Ky Minh also proposed that JBIC introduce Japanese enterprises interested in investing in industrial clusters within the Free Trade Zone, participate in the liquefied gas plant project in the Hoa Ninh Industrial Park, support the urban railway project connecting Da Nang – Hoi An – Tam Ky – Chu Lai. In response, JBIC committed to accompany Da Nang in attracting Japanese investors and enterprises to these key projects, which will serve as an opportunity to further strengthen the sustainable and effective cooperation between both sides.
